“The care of human life and happiness, and not their destruction, is the first and only object of good government.”
– Thomas Jefferson
A heart beat is an undeniable sign of life. Heartbeat Legislation (also known as a Heartbeat Act or Heartbeat Bill) is pro-life legislation which would recognize preborn human beings with a heartbeat as people afforded the same protections under law as any other person. Stopping a beating heart would be recognized for what it is: ending a human life.
The States have the authority to enact Heartbeat Legislation. The Fifth Amendment of the U.S. Constitution recognizes the inherent right, "No person shall be deprived of life without due process of law." Tens of millions of beating hearts have been ended by abortion. This is a gross injustice.
Place your hand on your chest. Feel your heart beating as its powerful muscles force blood through your veins. Heartbeat Legislation would make it illegal to stop a beating heart — just like yours — for any reason other than to save the imminently threatened life of the mother.
